Why irrigation is a cross-connection issue
An irrigation system does something unusual: it connects the potable water supply to a network of pipes and emitters sitting directly in soil.
Normally water flows one way. But if supply pressure drops - a main break, heavy draw from a nearby hydrant - the pressure differential can reverse and pull water backward through the connection. Water sitting in an irrigation lateral has been in contact with soil, fertiliser, and whatever else is in the root zone.
That is a cross-connection, and it is why every jurisdiction in the region requires a backflow prevention assembly on an irrigation service. It is not a contractor upsell. It is the condition under which the connection is allowed to exist at all.

What a compliant installation includes
A complete irrigation system installation bid in this region should show these as distinct items:

- A testable backflow prevention assembly sized to the service, installed at the point of connection
- Initial certification test by a certified tester after installation
- Utility locates called before any digging
- As-built or zone map handed to the homeowner at closeout
If any of those are missing from a quote, the quote is not comparable to one that includes them. This is the single most common reason two bids differ and the cheaper one is not actually cheaper.

Annual backflow testing is an ongoing obligation
Certification at installation is the start, not the end. Most jurisdictions in Maryland and DC require the assembly to be tested annually by a certified tester, with results filed with the water authority.
Homeowners routinely miss this because the obligation transfers with the property and is rarely explained at closing. A missed test can mean a notice, a fee, and in some jurisdictions a shutoff.
